The first complete baseline identified MDA Meerut residential properties as the actionable government plot opportunity and Anantya as the open TCP Haryana e-Draw project.

MDA listed residential properties for an auction scheduled on 13 September 2026.
This baseline predated the dedicated DDA public-flat bulletin stream.
Anantya, Project ID 230, was open through the official e-Draw system.
What changed
- HSVP, YEIDA and DDA had no open or confirmed-upcoming qualifying plot scheme.
- GDA Notice 715 registration had already closed.
- MDA's cheapest verified group had a reserve cost of Rs 19.01 lakh per plot.
- Anantya was clearly labelled as private-builder housing, not government-owned property.
Decision note
The baseline established the separation between authority-owned plots and TCP-regulated private-builder flats. Availability in one stream was never used to imply availability in another.
Cost and risk note
Reserve and displayed prices were not treated as final acquisition costs. Premiums, authority charges, registration, finance and verification remained separate.
